Complaint Process

Anyone may submit a complaint regarding allegations of misconduct—including fraud, waste, abuse, or violations of the State Officials and Employees Ethics Act—committed by individuals under the jurisdiction of the Office of Executive Inspector General (OEIG) for the Illinois State Treasurer.

Please be advised that the OEIG does not have authority to investigate matters outside its jurisdiction. This includes complaints concerning municipal, county, or federal government employees, members of the legislative branch, judicial employees, or officials outside the Office of the Illinois State Treasurer.

To fall within our jurisdiction, a complaint must involve the official conduct of:

  • An employee, appointee, or elected official under the jurisdiction of the OEIG for the Illinois State Treasurer; or
  • An individual or organization (such as a vendor) doing business with an entity under this jurisdiction.

By law, the OEIG may only investigate alleged misconduct that (1) occurred within the past year and (2) falls within its jurisdiction. Matters outside this scope—including general workplace concerns or disputes—are not subject to investigation by the OEIG. In some cases, we may refer a matter to the appropriate agency, law enforcement, or another inspector general office.

Examples of misconduct that may be investigated by the OEIG include, but are not limited to:

  • Waste, fraud, abuse of authority, or corruption
  • Ghost payrolling, bid rigging, theft, and misuse of state property or time
  • Procurement fraud, hiring improprieties, and improper time reporting
  • Violations of the State Officials and Employees Ethics Act, such as
    • Prohibited political activity
    • Revolving door violations
    • Discrimination, Harassment, Sexual harassment
    • Gift ban violations
    • Retaliation

Confidentiality of Those Who File Complaints

The identity of those who file complaints with the OEIG will be kept confidential to the fullest extent possible under the law. There may however be circumstances in which disclosure is required by statute. (5 ILCS 430/20-90(a)

Anonymity: Complaints may be submitted anonymously; however, if we are unable to follow up for clarification or additional information, it may hinder our ability to thoroughly assess or resolve the allegations.

To report a non-emergency violation of law, rule, or regulation, please contact the Office of Executive Inspector General (OEIG) for the Illinois State Treasurer.

The OEIG initiates investigations when a complaint or other credible information establishes reasonable cause to believe that a wrongful act or omission has occurred involving an individual or entity under its jurisdiction. This includes all employees, appointees, elected officials, vendors, and others doing business with the Office of the Illinois State Treasurer.
